Fourth State Finance Commission has presented interim report to Chief Minister Prem Kumar Dhumal. Fourth State Finance Commission is headed by Dile Ram, MLA as its Chairman and S.K.B.S. Negi, Principal Secretary (RD&PR) as Member and Dr. S.K. Shad, Member Secretary, were present at the ocasion.

Commission recommended a grant of Rs. 111.02 crore to the State which included Rs. 53.95 crore for Panchayati Raj Institutions and Rs. 57.07 crore for Urban Local Bodies for the next financial year of 2012-13. Commission has made projections for the financial year 2012-13 on the basis of the inflation rate during current financial year while the final report will be prepared based upon actual analysis of income and expenditure of the Panchayati Raj Institution and Urban Local Bodies.

Chief Minister thanked the Commission for carrying exhaustive study of the developmental requirements of the panchayati raj and urban local bodies to prepare an effective plan at the State level. He said that the objective of constitution of the Commission had been to carry independent study of the developmental requirements at the village level so that adequate funds were made available for achieving the objectives. He said that with the recommendation of Rs. 111.02 crore grant for coming financial year would give momentum to the pace of development at the gram panchayat level. He said that the State Government was concentrating upon speedy development of the rural areas so that the grass roots were strengthened. He directed the authorities to ensure that every penny of the grant was spent over bonafide activities Dile Ram, Chairman, said that the Commission was preparing a road map for liberal grants for 2012.
