The Himachal Pradesh Cabinet in its Meeting decided to constitute an independent ‘Samanya Nirdhan Varg Kalyan Aayog’ (Commission for Welfare of General Category Poor ) to make recommendations to the State Government for formulation of welfare and developmental policies for the economically backward sections of general category in the State. It was also decided to create 16 posts of different categories to make the Commission functional. Chief Minister Prem Kumar Dhumal presided over the Meeting.

Cabinet reviewed its decision regarding rationalization of token tax etc. taken on December 3, 2011 and decided to withdraw notifications issued on the subject and revert back to the old rate of taxes with immediate effect.

It was decided to reiterate the case of 1313 DIET trained JBT Teachers with the Union Ministry of Human Resource Development seeking exemption for them from appearing in the Teachers Eligibility Tests (TET) since they had been recruited for JBT training on the basis of merit in CET examination.

It was decided to increase the income limit of rural and urban poor to Rs. 30,000 per annum for availing benefits under Swarojgar Yojna, Ambedkar Laghu Rin Yojna, Aadivasi Mahila Sashaktikaran Yojna and Hast Shilp Vikas Yojna, being executed through Himachal Pradesh Scheduled Caste and Scheduled Tribe Development Corporation to provide housing subsidy, scholarship etc. to handicapped and Sujog Yojna etc..

Cabinet granted approval to the draft Excise Policy for the year 2012-13 and Supplementary Demands for current financial year 2011-12. It was decided to shift Toll Tax Barrier from Bagheri to Tikari in Baddi-Barotiwala area of district Solan, close down Toll Tax Barrier at Shelaghora, near Naina Devi, in district Bilaspur and open one new Barrier at Minus in district Sirmour.

It was decided to exempt ‘Aerial Rope Ways’ from entertainment duty for five years and reduce the existing 100 percent tax to 10 percent on all other types of entertainment activities in the State.

Cabinet decided to create and fill up 57 posts of teaching and non-teaching categories in Sister Nivedita Nursing College, Shimla, to provide adequate manpower to educate the trainee nurses; 10 posts of Assistant District Attorney through HP Public Service Commission, 2 posts of Commandant in Himachal Pradesh Home Guards; 12 posts of Assistant Engineer (Civil) in Public Works Department; 2 posts of Sanitary Inspectors in Municipal Corporation, Shimla.

It was decided constitute Nagar Panchayat for upcoming town of Karsog in district Mandi. It was approved to frame fresh Recruitment and Promotion Rules for the post of Assistant Controller Gazetted (Class-I) and Superintendent Grade-I (Gazetted) Class I, in Printing and Stationary Department.
