Himachal Pradesh Cabinet has decided to create new Sub-Divisional Offices (Civil) at Bangana in district Una and Sangrah in district Sirmour with a view to facilitate local populace of far flung areas in respective districts with convenient administrative and revenue services close to their villages. Bangana Sub-Division will serve 73,054 population of 40 Gram Panchayats and bring 38 Patwar Circles under its jurisdiction, while Sangrah Sub-Division will serve 70,406 population of 41 Gram Panchayats and bring 25 Patwar Circles under its control. It was decided to conduct Common Entrance Test annually to admit students to two-year Junior Basic Training (JBT) Teachers Course annually through Himachal Pradesh Board of School Education, Dharamshala.

It was approved to enhance ‘Samman Rashi’ under Himachal Pradesh Swantrata Senani Samman Yojna-1985, from Rs. 5,000 to Rs. 7,500 per month to living Freedom Fighters and from Rs. 3000 to Rs. 3,500 per month to eligible wives and unmarried daughters, from April 1, 2012 onward, to benefit about 900 beneficiaries.

It was decided to direct all the departments of the State Government to adopt an uniform Policy with regard to regularization of services of daily wage/contingent paid workers and contractual employees working in respective departments against vacancies available, on completion of 8 years of continuous service, as on March 31, 2012, immediately, with a minimum of 240 days in a calendar year, except where specified otherwise for the tribal areas.

It was decided to adopt an uniform Policy by all the Departments of the State with regard to permanent absorption of surplus employees deployed on secondment with various departments, on prescribed terms and conditions, with a view to protect interests of such employees. It was approved to enhance consolidated salary of 100 Casual Patwaris working in Settlement Department of the State from Rs. 4,828 to Rs. 7,500 with immediate effect.

It was decided to constitute a Committee under the Chairmanship of the Chief Secretary to consider different aspects related to carrying amendment in Rule 19-E(3) of the Himachal Pradesh Town and Country Planning Rules, 1978, with Principal Secretary (TCP), Principal Secretary (Revenue) and Principal Secretary (Law) as its Members.

It was approved to appoint consultant for conducting pre-feasibility study for Development of Ropeway System for transportation of Agriculture/Horticulture produce loads from multiple points between any suitable place in District Shimla (Apple Growing Areas) and Border Areas in the State.

It was approved to fill up 12 posts of Project Officers and 7 posts of Project Directors in the Department of Rural Development and Panchayati Raj and further to re-designate them as Project as Project Officer-cum-Deputy Director and Project Director-cum-Deputy Director. It was also decided to create 10 posts of Deputy Director in Higher Education Department with a view to strengthen school inspection cadre.

It was decided to absorb 3 Chowkidars working on secondment basis in the Department of Excise and Taxation. It was approved to cancel allotment of 1.00 MW Chhor Small Hydro Electric Project in district Kullu for executing the project without obtaining requisite NOC from all concerned Gram Panchayats.

It was decided to promulgate Himachal Pradesh Value Added Tax (Amendment) Ordinance, 2012, in order to amend the certain provisions of the Act ibid to facilitate the ‘C’ and ‘D’ Class contractors and small dealers running Dhabas/Canteens etc.

It was approved to reduce Bottling Fee on Beer (both for self consumption as well as for export purposes) and Enhance Import Fee on Beer for the year 2012-13. It was approved to construct Parking-cum-Commercial Complex at Palampur town in Public Private Partnership (PPP) Mode, with a view to create shopping and parking facilities to the residents in the town.

It was approved to set up a Police Post in Sorang Hydro Electric Project in district Kinnaur to provide law and order services to the residents in the surrounding area. It was decided to allow BSNL to erect Mobile BTS/Repeater Tower in Ram Chandra Chowk area of Shimla to improve mobile signal in the area.

It was approved to purchase a new vehicle for Managing Director of Himachal Pradesh Tourism Development Corporation. It was approved to frame fresh Recruitment and Promotion Rules for the post of Tourist Information Officer (Class-III Non-Gazetted) in the Department of Tourism and Civil Aviation.
