The State Government has spent more on development activities as evident from the approved plan outlay for the year 2011-12 in respect of Himachal Pradesh. The approved plan outlay for the year 2011-12 was Rs. 3300 crore against which as per the latest expenditure figures receipts from concerned departments was more than Rs. 3600 crore which clearly shows that the State Government has incurred more expenditure than the approved plan outlay on various developmental activities benefitting the people.

The surrender under the Plan in few departments was due to the saving of those departments who had surrendered the budget and it was allocated to other needy departments as per their demands for carrying out developmental activities. This had been allowed as additionalities to those departments in the supplementary demands for grants in the month of February, 2012 after reviewing the plan expenditure.

The State Government is very particular about plan expenditure because it is linked with matching central assistance and had utilized plan funds completely as per approved outlay.
