In a matter to utilize the funds released by the Union government, to spend for the development of Shimla city under JNNURM, the Himachal Pradesh high court has directed the commissioner, MC Shimla to file an affidavit as to explain the delay for making the first deck of the city tunnel functional.

The court also issued direction to HIMUDA and municipal corporation, Shimla to file an affidavit as to the progress with regard to Housing Project Ashiana-I and Ashiana-II on or before October 9, this year, division bench comprising Chief Justice Kurian Joseph and Justice Dharam Chand Chaudhary passed the order on a petition file by Trilok Chauhan against the state agencies for not implementing the provisions of the Jawaher Lal Nehru National Urban Renewal Mission(JNNURM) properly, which was officially launched on December 31, 2005 to improve the quality of life and infrastructure in the cities.

The main focus of the mission is on water supply, sanitation, solid waste management, road work, urban transportation & re-development of old cities areas. The Shimla city was selected as one of the cities in the said mission and a sum of Rs 3900 crore was approved by the Centre for the said development plan.

The petitioner has alleged in the petition that, apart from holding meetings, the nodal agency of the JNNURM HIMUDA has over the past five years virtually taken no steps for implementing the DPRs prepared by various agencies, including the Shimla municipal corporation, thereby depriving the entire public of Shimla town of all round development, which could have been carried out under the JNNURM. The court fixed the matter for October 10, 2012 for further hearing.
