In a joint statement issued by Harsh Mahajan Vice President Himachal Pradesh Congress Committee (HPCC) and Sudhir Sharma General Secretary HPCC said that unnerved and fearful of the exposure of corruption of the present government, in sheer desperation PK Dhumal has started using unparliamentary and abusive language against five time Chief Minister and President of HPCC Virbhadra Singh.

Addressing a public meeting yesterday in his home district Hamirpur PK Dhumal said, “Virbhadra Singh has lost his mental balance” which clearly indicates that the BJP government in the state and specially PK Dhumal is seeing writing on the wall of approaching rout in the forthcoming assembly elections.

The revenue receipts of the State Government as a percentage of Gross Domestic Product have come down from 27 percent in 2006-07 to 22 percent in 2011-12. At 27 percent the revenue receipts should have been Rs 19,000 crores of rupees but are only Rs 14,000 crores. Thus Rs 5,000 crores of revenues is missing every year. During the last 4 years there has been shortfall of around ten to twelve thousand crores of rupees. Harsh Mahajan asked state Government to disclose as who have benefitted by these missing crores of rupees of Government revenues.

On account of loss of crores of government revenue the state has become bankrupt and is unable to contribute its share towards mobilizing central funds including those needed for school uniforms

The corrupt and bankrupt BJP Government has hundreds of crores to give JP Associates as subsidy or HPCA of Anurag Thakur, but could spare no monies to contribute its share either under the Sarv Sikhsa Abhiyan or under the State Plan for the uniforms of school children.

With the Assembly Elections approaching, the Chief Minister P.K.Dhumal and his son Anurag Thakur, Member of Parliament, have repeatedly raised the bogey of discrimination against Himachal Pradesh by the central government primarily to cover their own failures in utilizing the transfer of funds to the State under various Centrally Sponsored Schemes.

Sudhir Sharma said that nearly Rs. 1500 crores are being provided every year by the central government over and above the State Budget under centrally sponsored schemes like MGNREGA, NRHM, ICDS, Mid-day Meals Scheme, Sarva Shiksha Abhiyan, Bharat Nirman covering drinking water, irrigation and roads, National Horticultural Mission, etc. The BJP government failed to utilize the monies provided by the central government under these schemes, let alone pick additional funds by implementing these schemes effectively.

Let alone mobilizing additional funds, the BJP government could not spend the funds available under the Budget. The CAG reported that the BJP Government surrendered Rupees 30 crores under SSA in 2008-09. In 2010-11, 231.9 crores of rupees under General Education and Rs 30 crores under capital outlay Education were surrendered. These under-expenditures and surrenders are directly attributable to the bankruptcy of the State Government under the BJP rule.

The central government has provided nearly Rs. 44000 crores for the development of the State under the Plans and if we were to include non-plant grants, the total amount given to the State would very likely exceed Rs. 1,50,000 crores. The central Congress government has treated Himachal State very favourably right from the inception of the state in 1971.
