Former Chief Minister and leader of opposition in Himachal Vidhan Sabha Prem Kumar Dhumal hailed a Himachal High Court judgment cancelling transfer of employees on political consideration and asked the government to frame a new transfer policy consistent with court orders.

In a statement issued here today, Dhumal said, the High Court judgment has vindicated BJP’s stand that the state government was wreaking vengeance on employees and transferring them at the behest of petty Congress workers. He said that in last six months of Congress rule, thousands of employees has been transferred on the petty basis of “political considerations and recommendation of ministers, MLAs and petty leaders” was demoralising them, thus affecting the pace of development.

Dhumal said that the government has every right to transfer its employees, but the basis should be administrative and public interest, and not on recommendations of disappointed, frustrated and rejected politicians. Leader of opposition said that employees were the back-bone of the government and vindictive transfers lowered their morale. He alleged that Congress led government has turned employee transfer into an industry.

Prem Kumar Dhumal has suggested the state government to incorporate the suggestions made by the High Court in its order on transfers of employees and advised to frame new transfer policy, which must confirm to the directions given by the High Court so that there is no political victimisation of employees. He also asked to stop transfers till the new transfer policy come into being.
